Quick Tips & Helpful Hints

  • Several regulations are generically referred to as "Schedule A." These regulations cover more than just Individuals with disabilities. When contacting a federal HR professional concerning possible employment opportunities, explain that you are referring to Schedule A for persons with disabilities. Regulations concerning Schedule A 5 CFR 213.3102(u) and 5 CFR 315.709.

  • The FAA has a Disability Program Manager (DPM) and Special Placement Program Coordinator (SPPC), so you may need to speak with the Human Resource (HR) Specialist identified on the vacancy announcement to ensure you provide the appropriate information to receive consideration under the hiring authority listed in the area of consideration.

  • To increase your chances of being considered for a position, it's recommended that you first apply through the regular vacancy announcement on USAJOBS or the agency's website. Then, follow up with the SPPC/DPM or appropriate office. Keep in mind that reaching out to the person responsible for overseeing Schedule A applications can take time, so be sure to factor this into your application deadline. This will ensure that your application is reviewed along with the other candidates.

  • When speaking with the DPM or the SPPC, let the person know about your experience and the types of positions you are seeking. They may tell you about other vacancies for which you may qualify.

Documents you need when applying for FAA Individuals with Disabilities hiring authorities

Below is an excerpt from FAA's policy, EMP-1.26h (PWD/PWTD) Recruitment and Appointment of Persons with Disabilities, Severe Physical Disabilities, Psychiatric Disabilities, and Intellectual Disabilities.  

Under (4), it lists the expected requirements to document in the Schedule A letter.  

 "c. Proof of Disability Documentation. To apply under the PWD/PWTD OTS hiring authority, applicants are required to submit documentation that proves they have an intellectual disability, severe physical disability, or psychiatric disability. This is often referred to as "Proof of Disability Documentation." This documentation is submitted at the time of application from individuals who request to receive consideration under the PWD/PWTD OTS hiring authority.

 Proof of disability documentation may be requested from (1) a licensed physician; (2) a licensed medical professional; (3) a licensed vocational rehabilitation professional (i.e., state or private); or (4) any federal, state, District of Columbia, or US territory agency that issues or provides disability benefits.

 Proof of disability documentation: (1) May be a letter or other documentation (e.g., records, statements, or other appropriate information). (2) Must be on official stationery/letterhead with an official signature. (3) Clearly states that the "individual is eligible for appointment under the PWD/PWTD OTS hiring authority" or "individual is eligible for a Schedule A appointment authority as outlined in 5 CFR § 213.3102(u)." (4) Must indicate that the individual is indeed a "person with an intellectual disability, severe physical disability, or psychiatric disability." (5) Does not need to detail the specific disability, medical history, or need for accommodation."
